Ethereum's Pectra Upgrade to be Split

Ethereum developers have decided to divide the upcoming Pectra upgrade into two separate packages. This decision was made to reduce complexity, minimize risks, and allow for faster implementation of new features.

• Second package to focus on Ethereum Virtual Machine upgrades
• PeerDAS implementation moved to second package
